Silver Creek Township signs landowner permit, approves payroll and adds new clerk to bank account

The Silver Creek Township Board of Supervisors met Feb. 17 and approved several routine and administrative actions, including signing a landowner permit for a snowmobile trail, authorizing disbursements and payroll and updating township banking access for the new clerk-treasurer.
The board voted to sign a landowner permit and/or provide a letter allowing use of township right-of-way for the Monticello Trailblazers’ route shown on the current WC snowmobile trail map after a discussion that touched on insurance coverage for trail users. The board approved the permit motion 5-0.
The board approved claims totaling $15,603.20 and payroll claims of $8,561.27; the audit referenced check numbers 19781, 19784, 19788 and 19791.
Johann Massmann, the newly hired clerk-treasurer, reported that annual-meeting postcards were mailed and that he will post office hours next week. The board voted 5-0 to add Massmann to the township bank account, remove Nancy B from the account, and authorize Massmann to receive a township credit card under the employee handbook. The board also directed the interim clerk to train Massmann for two weeks and remain available by phone thereafter.
Board members noted the township has received 29 applicants for the maintenance position; about 15 candidates will be reviewed further and several were invited to possible interviews next week. Maintenance reported that a plow-wing cylinder is in the shop for repair and that maintenance staff contacted the chair about Xcel’s tree-removal work on County Road 8 and whether township right-of-way could be cleared.
On finance and records, the board noted the CTAS accounting books for 2024 and 2025 are not closed and do not currently match audit reports. Massmann will review the books and recommend whether to hire a township accountant to close those years; an estimate discussed in the meeting for outside accounting work was about $350 per hour.
The meeting ended after the board agreed to split chip-seal costs with Clearwater Township for 0.7 miles of Elder Avenue and 0.5 miles of 162nd (near the Mississippi Oaks Addition), with maintenance staff to follow up on project options. The motion to share costs passed 5-0 and the meeting adjourned.
