Needham commission issues orders of conditions for George Agate culvert and Dedham/Aldebrook wall projects

The Conservation Commission voted July 9 to waive certain no-disturb restrictions and issue Orders of Conditions for the George Agate Road culvert replacement (DEP file 234-970) and the Dedham Ave–Sutton Road Aldebrook wall replacement (DEP file 234-971), with special conditions for streambed restoration, preconstruction water-control plans and two-year monitoring.
The Needham Conservation Commission on July 9 voted to issue waivers and Orders of Conditions for two infrastructure projects after reviewing staff-recommended conditions intended to protect resource areas during construction.
For the George Agate Road culvert replacement (DEP file 234-970), staff highlighted DEP recommendations and recommended special conditions. The commission required a preconstruction water-control and dewatering plan with specified discharge points outside resource areas, a required preconstruction meeting with the selected contractor, and restoration of the stream bed with six-inch rounded stones laid to mimic natural conditions (no geotextile fabric permitted). Planting requirements include three trees and 41 shrubs, with field verification by conservation staff and two years of monitoring and annual reports; the commission also agreed to waive certain no-disturb restrictions and associated fees to allow the work to proceed in the easement.
Members asked that final planting placement be field-verified prior to plantings and noted the town’s need to register conditions with property interests when required. The commission voted to adopt the recommended conditions and issue the Order of Conditions for George Agate; the motion passed unanimously.
Because the Dedham Ave–Sutton Road Aldebrook wall replacement (DEP file 234-971) was similar in scope, the commission applied comparable conditions and again voted to waive the 25-foot no-disturb restriction and related fees and to issue the Order of Conditions. Key conditions for that project include the same streambed stone specification, field verification of plantings, loam-and-seed restoration of disturbed lawn areas, replacement in kind of certain arborvitae where construction access crosses private yards, and a two-year monitoring requirement for plantings.
Both orders require documentation of water-bypass and dewatering methods prior to starting construction, and both specify no use of fabric within the stream bed to limit scour risks. With those conditions in place, the projects may proceed under the terms of the orders; the commission recorded motions and unanimous aye votes on each action.
