St. Paul utilities report: wastewater within permit limits; pump maintenance and water-quality checks noted

Town utility and department representatives reported routine operations and maintenance at the Dec. 2 St. Paul Town Council meeting.
Town Marshall Josh Kuntz summarized police activity for Oct. 27–Nov. 23, reporting four calls for service, three warnings, two citations, two arrests and three title checks; the police assisted Decatur County three times. Kuntz reported 80 hours; officer Joey Roberts recorded 18 hours, including four hours of training. Fire Department representative Dan Pennington reported 18 active members, 40 combined training hours and four runs for the period.
Utilities staff told the council the wastewater treatment facility’s effluent quality was within the limits of NPDES Permit IN0020842 for October. The report lists percent removal efficiencies as ammonia 96.3%, biochemical oxygen demand 94.6% and suspended solids 10.0%. The total treated flow for the reporting month was recorded as 2.143 million gallons and attachments were provided (monthly DMR and MRO reports), per the transcript.
Water distribution notes included average free chlorine residual of 0.65 mg/L at the far ends of the system and two routine bacteria samples that tested negative. Utility staff reported maintenance work including reinstallation of Pump #1 at the YMCA lift station and replacement of a guide-rail bracket.
A proposed 2026 Fire Department contract was presented to the council for consideration at next month’s meeting; the transcript records presentation but no vote.
