Council liaison praises outgoing jail warden, vows oversight in interim and selection process

A council liaison told Allegheny County Council that the county jail warden will depart at the end of the month and urged colleagues to thank the warden for recent improvements.
The liaison said Warden Wingard ‘‘truly changed so much in his short time’’ and described the role he played in improving jail culture and operations. The liaison also expressed concern about the interim appointment process, noting past interims were hesitant to make changes and that interim periods can sometimes last more than a year.
"I will be weighing in" on the interim choice and indicated the jail oversight board has a role in confirming permanent selections, the liaison said. The speaker urged council to help ensure the next leader continues reforms and noted the oversight board will be involved in the permanent selection process.
Council did not take formal action during this meeting but the liaison said she expects a job posting in coming months and pledged to seek a proclamation recognizing the outgoing warden at a future meeting.
