Minot swears in five new officers and promotes two sergeants to lieutenant

City officials, families and Minot Police Department members gathered for a departmental ceremony at which five new officers were sworn in and two sergeants were promoted to lieutenant, Captain Sean Wagner said.

The recruits sworn in were Matthew Filkins, Shad Huber, Maya Mayfield, Rudy Rosenbaum and Uriah Schneekloff, Wagner said as he introduced the ceremony and the honorees. The department also recognized the promotion of Sergeants Josh Noyes and Cole Strandamo to the rank of lieutenant.

City Manager Tom Joyce praised the new officers and framed the work ahead as both demanding and meaningful. "It's a very demanding department you will find, yet it's very meaningful," Joyce said, thanking families and urging the officers to lean on their teammates.

Chief Frye presented badges to the new officers and invited family members to place collar pins, describing that moment as "a step towards moving in a direction of a dream" and emphasizing department values. "The Minot Police Department is built on teamwork, professionalism, and commitment to serving others," the chief said.

Mayor Ganther administered the oath of office to the five recruits, completing the formal swearing-in. Families were called forward following the badge presentation to place pins and share the milestone with the officers.

During the promotion portion, Chief Frye said the new lieutenants would step into executive roles overseeing divisions and staff and urged them to lead by supporting and developing the officers who report to them. A deputy chief administered the oath for the two new lieutenants.

The ceremony concluded with Captain Wagner thanking attendees, congratulating the honorees and inviting everyone to join informal post-ceremony greetings and photos. No votes or formal council actions were recorded as part of the event.
