Veteran groups could get $50 annual food‑service permit; Board of Health to review

Dina, a public‑health staff member, proposed that veteran organizations be allowed a single $50 annual food‑service permit, excluding liquor fees, so groups would not need a separate permit for every event.

"My recommendation is that the veteran organizations are allowed a one‑time annual $50 fee yearly for each year," Dina said, summarizing a three‑year permitting review staff compiled. She told the committee the three‑year permitting history produced roughly $2,600 in fees; under her estimate the $50 annual permit would reduce revenue by about $600 over three years.

Taryn, a committee member, said the change would reduce administrative burden for volunteer groups that run frequent small events. "This would be something ... to honor our veterans and just say one‑time fee for the year to stop the hassle factor and then also lower their cost," she said.

Committee member Carolyn said she supported the intent but wanted a fuller accounting of fiscal impact before endorsing a change. "I would just like a little bit more information before a resounding yes or no," she said, noting a staff comment from a prior meeting that the total cost impact could be as high as $40,000 depending on which fees were included.

Members agreed the procedural next step is for the Board of Health — which sets the public‑health fee schedule under the department bylaws — to deliberate and vote. Dina said public‑health had already reviewed definitions and would provide a recommended definition of "veteran organization" and "event." The Board of Health is scheduled to meet July 20; if it votes to recommend a change, staff will bring a draft resolution back to Finance & Audit for formal action.

The committee did not adopt a resolution at the July 9 meeting; members generally expressed support for the idea but asked staff for clearer definitions and a complete revenue analysis before final approval.
