The Horicon Common Council conducted a series of routine approvals at its March 24 meeting, including two ordinances, multiple personnel and policy motions, contracts and event permits. Most motions were approved unanimously as recorded in the minutes.
Key actions included adoption of Ordinance 2026-10, which sets salaries and wages for city officials and employees and specifies an hourly pay progression for an Administrative Assistant ($19.60/hour; $20.89 after six months; $21.77 after 12 months). The council also adopted Ordinance 2026-09 to clarify that sewer service charges are payable to the City of Horicon at the same time as water bills.
Other approvals included Vacation Policy 1-004 and Travel and Expense Reimbursement Policy 1-006; hiring Sarah Heine as an Administrative Assistant in the City Clerk’s Office; approval of the 2026 Horicon Aquatic Center operation contract and promotional flyers; and a Baker Tilly recommendation to write off $823.39 related to transitioning financial records to accounting software. The council approved rehiring seasonal park staff at stated hourly rates and authorized disposal of Police Union notes from 1997–2010.
The council granted multiple permits and conditions for the Horicon Historical Society’s Living History Days (May 8–10, 2026), including park use, overnight accommodations for reenactors, amplified sound with a curfew not to exceed 11 p.m., banner placement, permission for reenactors to carry and periodically discharge weapons as part of the reenactment, and the presence of horses. The council also approved retailer/operator licenses for Michele Guenterberg and Chelsea Washtock (one-year licenses) and a two-year license for Jodell Kirchoff.
Council approved the February 2026 financial statement and authorized payment of March bills totaling $1,418,039.02. The council then voted to adjourn into closed session under Wisconsin Stat. §19.85(1)(e) to consider a leased land agreement; the meeting entered closed session at 6:33 p.m.
