The council on March 16 authorized staff to award a construction contract to Big River Construction in the amount of $48,452.50 for emergency repair work at Irving Avenue and 27th Street. The measure responds to roadway subsidence and widened cracking following a landslide and additional December 2025 settling. City Engineer Nathan Crater said staff sought a temporary but durable repair—removing damaged asphalt, installing a new base with geotextile and geogrid, and placing hot‑mix asphalt—to reestablish a reduced‑speed, passable route, important as an alternate to Highway 30.
Crater told council staff received two quotes; the engineer’s estimate was about $90,000 and Big River Construction submitted the low responsible bid at $48,452.50. He cautioned that saturated ground and recent localized slide movement mean staff will delay issuing notice to proceed until conditions stabilize; the current objective is to reopen the road by late April if weather cooperates.
Councilor Adams moved to award the contract; Councilor Davis seconded. The motion passed by voice vote. Council then approved a 20% construction contingency ($9,690.50) to cover unforeseen subsurface conditions; that motion also passed.
Staff said the contract includes a typical 30‑day window from notice to proceed and that they will adjust the schedule or process a contract amendment if additional time is needed due to weather or site conditions.
