Woodstock board demands standardized financial reporting for summer camp, warns of administrative transfer

The Town Board on July 7 directed the town clerk’s office to deliver a full budget and personnel list for the summer recreation program in a standardized format by Friday, July 10. Chair (speaker 1) said the required materials must include participant counts, registration fees, donations, personnel costs, equipment, utilities, and other camp expenditures so the board can compare camp spending to the adopted 2026 budget.
The resolution states that the clerk’s office historically managed hiring and expenditures without formal authorization and that temporary employees were hired without board authorization in some instances. The board resolved that if the clerk’s office does not provide the required information by the July 10 deadline, administration of the summer camp will transfer to the director of the youth center.
Presenter (speaker 5), representing the summer recreation program, said the first week was a success, highlighted a new lunch program and staffing, and noted current financial reports and a packet are available online. Board members asked whether Friday is sufficient to collect outstanding documentation and requested the data be provided in Excel to enable review. Presenter (speaker 5) and others said many items are in the packet and that payroll and voucher updates would change reports once the first payroll runs on July 10.
Board members and residents raised concerns about lump-sum accounting in prior budgets and asked finance staff to break out line items for transparency going forward. The resolution makes an explicit administrative contingency—transfer of camp administration to the youth center director—if the town supervisor does not receive the specified documents by the stated deadline.
