Houston City Council approves water contracts, invoices and work‑release agreement; cemetery ordinance revisions set for Jan. 20

Mayor Samuel Kelley called the meeting to order at 5:30 p.m., City Clerk Barbara Rodgers called roll and the council established a quorum; City Treasurer Joe Honeycutt was noted as absent.
Council members voted to approve the minutes from the Dec. 15 regular meeting and the closed minutes from Dec. 15. Alderwoman Sheila Walker moved to approve payroll for Dec. 15–29, 2025, and the council approved payment of invoices totaling $175,580.98.
On capital and contract items, the council approved a bid from Piney River Ford for a water‑department pickup truck in the amount of $49,288.00. The minutes record the motion as carried; one line in the minutes lists the motion as carried with four yes votes while the roll‑call chart shows five aldermen checked as "Aye" (the meeting record contains this inconsistency). Alderman Don Romines led the motion to accept a $33,408.00 quote from MB Construction, LLC to complete installation of remaining water meters. The council also authorized TREKK Design Group to engineer and design the lift station on Wynn Road in an amount not to exceed $30,000 and authorized Mayor Samuel Kelley to sign the agreement.
Alderman Romines raised revisions to the city’s rules governing the local columbium (term as recorded in the minutes); council members agreed to place a revised ordinance on the Jan. 20, 2026 agenda for further consideration.
