Moore County commissioners approve routine financial items, property sales and airport upgrades

At its Jan. 14, 2019 meeting in Dumas, the Moore County Commissioners Court approved routine minutes and financial reports, accepted bids on two subdivision lots, reassigned and outfitted a county vehicle for Emergency Management, and approved several airport purchases funded in part by a RAMP grant.
The Moore County Commissioners Court met Jan. 14, 2019, in the county courthouse in Dumas and approved a series of routine administrative and procurement actions.
County Judge Rowdy Rhoades presided. Commissioners Dee Vaughan (Precinct 3), Daniel Garcia (Precinct 1) and Lynn Cartrite (Precinct 4) were present; Commissioner Miles Mixon (Precinct 2) was absent, the minutes show. County Clerk Brenda McKanna recorded the minutes.
The court approved minutes from prior meetings after motions from Commissioner Dee Vaughan and Commissioner Daniel Garcia; Garcia recorded an abstention on the motion to approve the Dec. 10, 2018 minutes. The court also approved the County Auditor’s Temporary Cash Investments and the County Treasurer’s Report of Cash Disbursements as presented by County Auditor James Allen, and authorized payment of bills presented by the auditor.
The court approved the 2019 tax exemptions as presented by Tax Assessor-Collector Nikki McDonald, including exemptions for Moore County programs and for Amarillo College — Moore County Campus.
The court accepted two bids for lots in Double Diamond Estates Unit 1. Commissioner Lynn Cartrite moved to accept a $138 bid from Dean Ray Lantelme and Rhonda Gail Lantelme for Lot 135; Commissioner Daniel Garcia moved to accept a $252 bid from the same bidders for Lot 136. Both motions carried and the bids were attached to the minutes.
On county equipment and emergency preparedness, Commissioner Cartrite moved to transfer a 2002 Dodge Durango from the County Judge’s inventory to Emergency Management; Commissioner Daniel Garcia seconded and the motion carried. The court also approved $6,766.19 in Capital Outlay to outfit the Durango for Emergency Management use.
Airport-related purchases were approved using RAMP grant funds. Commissioner Cartrite moved to buy blinds for airport office windows for $1,785 and Commissioner Garcia moved to authorize new countertops, sinks and faucets for airport office bathrooms at $2,660. The court also approved increasing the airport assistant’s hourly pay to $23.04, effective Jan. 21, 2019, following a motion by Commissioner Cartrite.
The court approved a $2,179.98 purchase of two public-use computers for the County Clerk’s Office to be paid from the County Clerk’s Technology Fund.
On traffic matters, Commissioner Cartrite was authorized, together with Chief Hightower, to inspect the intersection of Road E and Light Plant Road and report back with a recommendation on installing a stop sign. The court also set a public hearing on proposed speed limits — 35 mph on FFA Lane and 45 mph southbound on Stallwitz Road — after a motion by Commissioner Dee Vaughan.
Travis Smith, Road & Bridge Supervisor, gave a department update, reporting crews will strip-seal Stone Road next week and that he will place information about a road widener on the next agenda. Commissioners also asked Smith to inspect problem areas on Road G and Cemetery Road.
With no further business, the court adjourned. The minutes state copies of financial reports, bids and other attachments were made part of the official record.
