Elk Township board approves minutes, deems two applications incomplete and hears resident concerns about truck traffic and road ruts

The Elk Township Combined Planning and Zoning Board opened its May 20 meeting with routine business, approved the April 15 minutes and addressed multiple completeness reviews and public comments.
The board approved the April 15, 2026 minutes after a motion by Marques Goetsch and a second by Al Richardson; Donna Nicholson abstained. For two pending applications the board voted to deem them incomplete: Russo Land Holdings’ major subdivision (SD‑26‑02) was found to lack an environmental impact statement, Phase I environmental assessment, a traffic impact study and elevation drawings (checklist Items #29, #30, #31 and #68); STC Enterprises LLC’s use‑variance application for 705 Buck Rd (ZB‑26‑01) lacked a current property survey and well/septic‑location information (checklist Items #11 and #41). Staff recommended incompleteness in both cases and the board adopted those recommendations; Mr. Smith recused from at least one of the contested items.
During the general public portion, resident Rod Wall asked questions about two prior applications; Board Engineer Steve Bach said the board cannot discuss an application until it returns to the board and that the public will have an opportunity to speak at that time. Resident Chris Creta urged the board to allow no leniency for any application that would bring commercial trucking to an intersection. Jim Larkin said Daisy Avenue has ‘‘large ruts’’ from construction vehicles working on Mimosa Court and asked whether the road will be repaired.
The meeting concluded with motions to close public comment and to adjourn; the board adjourned at 8:28 p.m.
