Wilson County's finance director on May 28 outlined preliminary plans to evaluate an integrated HR, accounting and budgeting system (an Oracle offering) to replace a patchwork of current tools and spreadsheets.
The director said the county currently uses multiple systems — an Excel-based roster for HR, JazzHR for applicant tracking, ClearGov for budgeting and Skyward for some functions — and described problems with data fragmentation. "Our entire HR system from my side is basically an Excel spreadsheet," the director said. The proposed solution would combine accounting, HR, and budgeting features and include automation such as invoice data extraction and an AI anomaly check that could flag unusual transactions.
Staff described an implementation profile that would include data migration and change management: the director estimated a 12–18 month implementation timeline and cited an approximate migration/setup cost of about $500,000 and an annual fee of around $150,000 as stated in the meeting. The director noted these are significant costs and said the county should see the product's value before advancing in the procurement process.
Committee members asked about timing relative to the budget cycle and about staff capacity for a migration. The director said the project could be scheduled after the current budget cycle and suggested arranging a demonstration for the committee to review features and assess value.
No procurement decision was made; staff were asked to schedule a demo and return with additional information if the committee wants to pursue the project further.
