Applicant and staff discuss multi-family concerns, TIA and NCDOT coordination for Sunset Sands; Planning Board recommends conditional rezoning

Senior Planner Joseph Bauer presented the Sunset Sands conditional rezoning (CREZ-2026-00003) to the Onslow County Planning Board on June 4, describing the request to rezone HB & R-5 to HB under a conditional zoning application.
Applicant representative John Thomas said a prior owner had completed a Traffic Impact Analysis (TIA) and that the current applicant has been communicating with the North Carolina Department of Transportation. Thomas noted a neighborhood letter of objection targeting multi-family use but said, "I do not know that the use of multi-family is a deal breaker for the applicant." Chairman Marilyn Bunce advised the applicant to leave sufficient room for road widening and raised buffering as discussed in the neighborhood meeting; Thomas replied that the buffer discussions did not apply to the area proposed to be rezoned. Jack Sides asked about service roads; Thomas said there will be two entrances on 210 and that any additional requirements would come from NCDOT.
After discussion the Board voted unanimously to recommend approval and adopted the required consistency statement. The recommendation will be forwarded to the Board of County Commissioners; final development, any required transportation mitigation, buffering, and NCDOT approvals will be resolved through subsequent reviews.
