Planner Paige Shepard presented the proposal to rezone the parcel from RA to HB and confirmed that "the TIA has been triggered by a nearby commercial development." John Pierce, representing the applicant, said there are multiple objectives supporting the rezoning. On motions by William Sanders and seconded by Jack Sides, the Board voted unanimously to recommend approval and approved the required consistency statement for PREZ-2026-00005.
The recommendation will be forwarded to the Board of County Commissioners for final action. Shepard’s staff presentation indicated the TIA requirement and interaction with transportation review but did not include details of any mitigation measures; those will be developed through the TIA and NCDOT reviews if required.
Board votes on the item were unanimous; the advisory recommendation does not itself change zoning.
