The Watertown Senior Commission on Wednesday heard a detailed report from staff on senior-center activity and outreach, including a tally of 95 completed energy-assistance applications covering the October–May period.
Staff member reported that eight new members joined the center between May 1 and May 30 and summarized recent program participation, saying, “New, 8 new members came on board between May 1 and May 30,” and later noting attendance at events including Cinco de Mayo, the Memorial Day picnic and a Mother’s Day luncheon.
Why it matters: commissioners said the numbers show active programming but asked how many eligible seniors are not being reached. Several commissioners pressed staff for metrics and for strategies to identify and contact residents who may not be using available services.
Members asked for more detailed outreach data and possible survey methods. One member suggested using informal community contacts and transit staff to find residents in need, saying, “ask the bus drivers if they know everybody that needs help.” Staff acknowledged the difficulty of capturing comprehensive eligibility data, noting that voter records show ages but not income or ability to pay.
Staff described intake and referral procedures at the food bank and senior center, saying the center provides immediate food assistance and schedules follow-up appointments for additional help. On the energy-assistance program, staff explained typical documentation needed for applicants, including Social Security proof, recent utility bills and income verification.
Commissioners recommended exploring targeted outreach methods — for example, surveys, bus-driver knowledge, and collaboration with partner agencies — and asked staff to develop a plan (including funding, staffing and timing) for any broader outreach effort. Staff said such an undertaking would require further planning and resources.
The commission did not adopt a formal directive at this meeting; members agreed to continue the discussion and requested staff follow up with more detailed metrics and options for outreach at a future meeting.
