York County board authorizes Region 5 EPC agreement, ends SAM public-mapping contract and approves payroll claims

The York County Board of Commissioners on a roll-call vote authorized a one-year agreement with Region 5 Systems to provide emergency placement coordinator (EPC) services and approved administrative actions including terminating the SAM public-facing GIS contract and approving payroll and vendor claims.

The agreement with Region 5 — described by staff as the follow-up to a trial year — was recommended by the county attorney's office and county staff, who said the contract would be for one year and that usage could be tracked. A county speaker said the program had been used for roughly "26, 27, 28 individuals with EPCs" in fiscal 2025 and that tracking those numbers against cost would be useful for future decisions.

The board also considered the SAM contract, the public-facing GIS platform that allows some members of the public to view and measure parcel and road-asset information. County staff told commissioners that most road-asset management is maintained in the county's asset system (Novo) and that Vanguard already provides public parcel access. A committee member noted the public would lose a drawing/measuring tool if SAM were canceled and called that feature "a very roughly used feature," adding, "I don't see the reason the county should spend $5,000 to continue the SAMs just for that function." After discussion a motion was made to end the SAM contract and authorize the clerk's office to notify the vendor; the motion was seconded and approved by roll-call vote.

On routine financial business, the board reviewed payroll and vendor claims. One county official told the board the county ended the year with "roughly $2,000,000" but has been drawing on reserves since March and that a budget transfer from inheritance funds may be needed to maintain cash flow before the next budget year. The board approved the payroll and vendor claims as presented.

What the board decided next: staff will track EPC usage and costs under the Region 5 agreement, and the clerk's office will notify SAM about service termination. The meeting recessed for half an hour before convening as the Board of Equalization later in the day.
