Council refers late-file community-based summer public-safety plan after surge of shootings

After a July weekend that left 13 people shot and two dead, the Boston City Council introduced and referred a late-file hearing order calling for a community-based summer public-safety plan.
Councilor Kendra Culpepper — citing conversations with community organizations — said the July violence demanded an immediate response that centers community partners who have long performed prevention and intervention work. "Their work has saved lives...they should not simply be consulted after a plan is drafted. They should be active partners in developing it from the very beginning," Culpepper said.
Councilor Ben Worrell and Councilor Liz Santana expressed support for a collaborative approach combining city departments, state agencies and grassroots groups. Santana emphasized that policing alone is insufficient and urged a broader strategy that includes year-round employment pathways for youth, sustainable funding for community centers, and immediate localized supports.
The late-file hearing order was accepted into the record and referred to the Committee on Public Safety and Criminal Justice for scheduling. Sponsors requested an expedited briefing and pledged outreach to community groups already running on-the-ground violence-prevention programs.
Next steps: Committee on Public Safety will schedule hearings and solicit community organizations and the Boston Police Department to develop a coordinated summer strategy with city resources and year-round supports.
