Hancock County supervisors approve $19.02 million in 2026-27 appropriations, authorize interfund transfers

Hancock County supervisors on June 29 adopted a fiscal-year 2026-27 appropriations resolution that allocates $19,022,416 across county departments and approved several routine items including a cleaning contract and a reappointment to the veterans commission.
The Board of Supervisors—Chair Osmund “Bud” Jermeland and Supervisors Florence ("Sis") Greiman and Gary Rayhons—voted unanimously to adopt Resolution No. 2026-022 after a motion by Supervisor Greiman and second by Supervisor Rayhons. The resolution sets department-by-department spending authorizations for the year beginning July 1, 2026, and directs the county auditor to establish separate accounts and provide quarterly status reports. The resolution cites Section 331.434, subsection 6, Code of Iowa, as the legal basis for appropriations and Section 331.437 for spending limits.
The resolution lists major appropriations including Secondary Road at $7,798,847; County Sheriff at $2,261,760; Non-departmental at $3,081,800; County Auditor at $711,294; County Treasurer at $637,533; Conservation Board at $638,316; Communications at $568,329; and other departmental allotments for services such as health, libraries and capital projects. The document specifies that all appropriations lapse at the close of business on June 30, 2027.
In a separate vote the board adopted Resolution No. 2026-023, authorizing periodic interfund operational transfers for fiscal year 2026-27 under Section 331.432, Code of Iowa. The transfers approved are: up to $425,220 from the General Basic Fund to the Conservation Fund; up to $95,796 from the General Basic Fund to the Secondary Road Fund; up to $2,421,901 from the Rural Services Fund to the Secondary Road Fund; and up to $32,000 from the Mokry Trust Fund to the General Basic Fund. Supervisor Rayhons moved the transfer resolution; Supervisor Greiman seconded, and the motion carried.
The board also approved, as part of routine business, an independent contractor agreement for cleaning services at the Hancock County Public Health building (545 State Street) with Ann Tendall at $105 per week effective July 1, 2026, through June 30, 2027, and reappointed James Nelson of Britt to the Hancock County Veterans Affairs Commission for a three-year term ending June 30, 2029. The board approved a Memorandum of Understanding for enhanced security services with the Iowa Department of Management on a motion by Supervisor Rayhons, seconded by Supervisor Greiman.
The meeting record shows the board approved the tentative agenda and the minutes of June 22, 2026, at the start of the session. Supervisor Rayhons moved to adjourn at 10:18 a.m.; the motion carried with all supervisors voting "Aye." The board will meet next on July 6, 2026. The minutes are attested by Michelle K.
