Hoskins trustees approve ordinance to allow golf cars on village roads; renew insurance coverage

Trustee James Miller presided over the Village of Hoskins Board of Trustees meeting on July 7, 2025, where trustees approved an amendment to village code to include golf cars in the definition and regulation of all-terrain vehicles.
The board adopted Ordinance 2025-04, which amends section 73.05 (All-Terrain Vehicles) to include golf cars and provide for their regulation within the village to ensure safety and compliance with state law. Trustee Richard Doffin Jr. moved to approve the ordinance; Trustee Sarah Kimmel seconded. On roll call, Trustees James Miller, Richard Doffin Jr., Kris Thies, Sarah Kimmel and Tyler Classen voted yes and the motion carried.
The meeting also addressed routine municipal business. Trustees approved permits for existing storage containers submitted by applicants Justin Schnebel, Kyle Pfeifer, Jason Frisch and Kay Wattier, and for the Village of Hoskins and Hoskins Fire (motion by Trustee Richard Doffin Jr., second by Trustee Kris Thies; roll call: all yea). Trustee Sarah Kimmel moved for a waiver of the 2025–26 audit, seconded by Trustee Tyler Classen; the waiver was approved by roll call vote (all yea).
Trustees voted to renew membership with the League Association of Risk Management for 2025–26 via Resolution 2025-02. Trustee Richard Doffin Jr. moved approval; Trustee Tyler Classen seconded. Roll call: all yea; motion carried.
During discussion of the 2025–26 budget, trustees raised concerns about the north well potentially needing a new pump, possible purchases of street equipment, and continued funding for park renovation. Accountant Charla Nedza of Cruise & Associates is scheduled to attend the board's August 4 meeting to provide further budget information.
Staff and community updates reported that the village applied for donations from Highland Roberts, Elkhorn Valley Bank and Daycos4Good, held an ice cream social fundraiser for a park shelter, and received proceeds from Hoskins Q125's Golf Car Poker Run. The June monthly coliform test met standards, street repair work was completed, and $1,836 was received from the sale of surplus equipment.
Trustee Richard Doffin Jr. moved and Trustee Tyler Classen seconded approval of the bills presented; roll call: all yea. The meeting adjourned at 7:05 p.m. The next regular meeting is scheduled for Aug. 4, 2025, at 6:00 p.m.
