Hoskins trustees adopt 2025–26 budget, set property tax as operating budget rises 18.34%

The Village of Hoskins Board of Trustees on Sept. 3 adopted the 2025–2026 budget and approved a property-tax resolution that Chair James Miller said will raise the village’s operating budget by 18.34 percent.
At a public hearing preceding the vote, Charla Nedza of Cruise & Associates reviewed the proposed budget and tax levy. Following the hearing, Trustee Richard Doffin Jr. moved to adopt the budget; Trustee Kris Thies seconded and the measure passed on a roll-call vote with all trustees present voting yea (Trustees James Miller, Richard Doffin Jr., Kris Thies and Sarah Kimmel). Trustee Tyler Classen was absent.
Chair James Miller read Resolution 2025-03 to set the property tax. "Based on the proposed property tax request and changes in other revenue, the total operating budget of the Village of Hoskins will increase last year’s budget by 18.34 percent," Miller said. The board approved Resolution 2025-03 by motion of Trustee Richard Doffin Jr., seconded by Trustee Sarah Kimmel; roll call was all yea.
In related actions, the trustees adopted the One & Six Year Street Plan after a public hearing in which no objections were raised. Trustee Kris Thies moved to adopt the plan, seconded by Trustee Doffin; the motion carried unanimously.
The board approved several resolutions and routine financial actions during the meeting. Resolution 2025-04 (Annual Certification of Program Compliance Form 2025) and Resolution 2025-05 (authorizing digital-on-premises KENO within village limits) were each adopted on motions by Trustee Richard Doffin Jr. and recorded seconders; roll call votes were all yea. The trustees also adopted Resolution 2025-06 to approve the Local Hazard Mitigation Plan.
Separately, the board approved transfers of municipal KENO funds: $10,000 moved into the Water Tower Savings Fund and $20,000 from that savings fund into a certificate of deposit; the transfer motion was made by Trustee Sarah Kimmel and seconded by Trustee Kris Thies.
Administrative and community updates included employee progress reports; letters sent to 12 property owners to trim trees overhanging sidewalks and streets per village ordinance; confirmation that Providence Community Pharmacy will hold a flu-shot clinic at the community center on Oct. 30 from 9 a.m. to 10 a.m.; the village received a $500 Early Literacy grant to support a Little Free Library; the August monthly coliform test was satisfactory; cross-connection surveys continue; the village plans to rent a skid steer to pick up loose gravel on streets; and a water leak on Willis Street was repaired.
The trustees approved the presented bills and adjourned the meeting at 7 p.m. The board scheduled a special hearing for a new owner of 108 for Sept. 16, 2025 at noon and set its next regular meeting for Oct. 6, 2025 at 6 p.m.
