Civil Service Commission approves minutes, holds executive-session interviews

The Civil Service Commission met Feb. 11, 2026. Chairman Steve Tellatin called the meeting to order at 8:15 AM and noted the Open Meeting Act was posted for public inspection.
Members Doug Backens and Dave Pinkall joined Tellatin for roll call; Human Resources Director Jennifer McDuffee, Police Chief Jeffrey Elliot and Police Captain Dominic Savio were also present. Member Dave Pinkall moved to approve the minutes from the Oct. 31, 2025 meeting; Member Doug Backens seconded and a roll call vote of Tellatin, Backens and Pinkall was recorded as “Aye.” The motion to approve the minutes carried unanimously.
Member Doug Backens moved, and Member Dave Pinkall seconded, a motion to go into executive session “for the purpose of evaluation of the job performance of a person to prevent the needless injury to the reputation of a person” and because the executive session was necessary for the protection of the public interest. Chairman Tellatin restated the motion’s stated legal justification. The commission voted by roll call to enter the executive session; the motion carried unanimously. The minutes state that discussion during the executive session was limited to interviews and that no official actions or votes were taken during that portion of the meeting.
During the executive session the commission conducted interviews of a Police Sergeant candidate and a Police Officer candidate. At 10:48 AM Member Dave Pinkall moved, and Chairman Steve Tellatin seconded, to come out of the executive session; the roll call vote was recorded as Tellatin, Backens and Pinkall—Aye, and the motion carried. Member Dave Pinkall then moved to adjourn at 10:49 AM, a motion seconded by Member Doug Backens; the adjournment motion passed by unanimous roll call.
