Utility board forwards multiple contracts, rate ordinance first readings and a project acceptance to City Council

The Fremont Utility and Infrastructure Board on June 30 unanimously recommended a slate of items to the City Council, including engineering proposals, auditing and consulting agreements, first readings of four utility rate ordinances and final acceptance of a road project.
Alan Kaspar presented a proposal from P&E Engineering Co. for engineering design services related to relocating terminals at Substation G; the board recommended City Council adopt Resolution 2026-172 to accept the proposal. Nabb presented a contract proposal with Forvis Mazars, LLP for auditing services ($124,000 plus up to $15,000 in estimated consulting fees); the board recommended Resolution 2026-169. Ogden presented agreements tied to the Fremont City Gas Infrastructure Repair Project and the board recommended Resolution 2026-162 to authorize entering agreements with contractors and property owners.
Jeff Shanahan, utility general manager, presented proposed rate ordinances and the board recommended the City Council hold first readings for Ordinance 5743 (electric rates), Ordinance 5744 (natural gas rates), Ordinance 5745 (sewer rates) and Ordinance 5746 (water rates) covering 2026–2027. The board also moved to recommend the City Council affirm an emergency declaration by the mayor and utility general manager allowing expenses exceeding the spending limit.
Anna Allen, city engineer, presented final acceptance and Final Pay Application No. 4 for the Luther Road South Phase 2 Project; the board recommended Resolution 2026-161 authorizing final acceptance and payment of $54,451.35. Dan Gillis presented an amendment to the municipal code (Ordinance 5748) related to garbage haulers and occupation taxes; the board recommended holding first reading. The consent agenda, which included approval of minutes, accounts payable through June 9, 2026, a quarterly financial report and several equipment leases and railroad agreements, was approved earlier in the meeting.
All motions recorded in the meeting minutes passed unanimously with four votes in favor and one member absent; the board adjourned at 5:01 p.m.
