Union City council approves stormwater repairs, ordinance changes and seeks up to $100,000 in CDBG funds

The Union City Borough Council on Sept. 16 unanimously approved a package of routine administrative and infrastructure measures, including repairs to a sinkhole in Municipal Lot No. 1 and a plan to seek up to $100,000 in Community Development Block Grant (CDBG) funds to cover part of the stormwater repairs.
Council President Riley Cross called the meeting to order at 6:00 p.m. at First Global Methodist Church. Streets Supervisor Bob Phillips told the council that Mansfield will fill a sinkhole and replace about 10 feet of pipe and install a new catch basin in Municipal Lot No. 1; the borough will perform smoke-and-dye testing after those repairs and is awaiting paving quotes from JT Patching and Paving and Cross Paving. Phillips said nearby business owners and the UCVFD will be notified before smoke testing begins.
Why it matters: Municipal Lot No. 1 is the focus of both immediate safety repairs and a county grant application. Council authorized submitting an application to the county for CDBG funds of up to $100,000 for a portion of the stormwater work; the motion was made by Councilor Steadman and seconded by Councilor Osborn and carried unanimously.
The council also approved two ordinance amendments. Members voted to adopt advertised changes to Parking Ordinance 1137 to restrict parking of unlawful or disabled vehicles and to amend schedules I, II and IV; the motion was moved by Councilor Steadman and seconded by Councilor Osborn. Separately, the council adopted amendments to Zoning Ordinance 1118 to add definitions and rules for "redemption games" (games of skill) and to allow accessory-structure use provisions on adjoining lots; that motion was moved by Councilor Kerns and seconded by Councilor Steadman. Both motions passed unanimously.
The meeting covered other routine items: the council voted to advertise a proposed amendment to the Tenant Registration ordinance to allow violators to be charged more than once a year if they fail to provide required information; it approved a tax-exoneration resolution for 121 East High totaling $5,563.49 (the property was purchased by the Land Bank); and it approved a resolution supporting Erie County’s completion of a new countywide comprehensive housing plan using MAP grant funds and Act 137 (Affordable Housing Act) funds. Those measures carried by unanimous vote.
Council also approved borough trick-or-treat hours for Thursday, Oct. 31, from 6:30 p.m. to 8:00 p.m. and heard brief department updates. Mayor Robert Wolf read the mayoral reports and praised the police department for its busy schedule and service; Police Chief David Pernice reported he had sent letters to candidates from the Consortium list. Councilor Steadman reported attending Devereaux Day and noted a strong turnout for the trailhead celebration.
