Galena council adopts multiple emergency measures, approves TIF districts and natural-gas ballot

The Village of Galena Council unanimously approved several emergency actions and personnel moves at its July 29 meeting in Village Hall.
Mayor Jeff Kinnell read a series of ordinances and resolutions that the council moved to suspend further readings and adopt as emergencies. Council adopted Resolution No. 2024-10 to modify the pay and salary of Fiscal Officer Michelle Dearth for calendar year 2024 after Mike Fry moved and Kathy Krupa seconded the procedural suspension and adoption; the roll-call votes recorded Durrence, Krupa, Porter, Fry, Hopper and Doucette as yes. The council also adopted Resolution No. 2024-11, authorizing repayment of $233,835.00 from Grant Construction ODNR 4201 to the General Fund (1000) to reimburse funds advanced for the Miller Park playground; the motion to suspend readings and the adoption passed by the same unanimous roll-call tally.
On development and utilities, the council passed Ordinance No. 2024-06 creating ten incentive districts and approving a tax-increment financing agreement with M/I Homes of Central Ohio, LLC; the ordinance declares specified infrastructure improvements a public purpose and provides for service payments in lieu of taxes under the stated agreement. The council also adopted Ordinance No. 2024-05, a temporary moratorium on new right-of-way construction applications involving underground or directional boring, and Ordinance No. 2024-08, authorizing a governmental natural gas aggregation program with opt-out provisions pursuant to Section 4929.26 of the Ohio Revised Code and directing the Delaware County Board of Elections to place a ballot question before electors. Each of these measures was adopted after suspension of additional readings and passed by unanimous 6-0 roll-call votes.
Council tabled Ordinance No. 2024-09, a temporary moratorium on demolition of structures in the village; Chris Durrence moved to table the item and Kathy Krupa seconded, and the motion carried unanimously by voice vote.
On personnel matters, Zach Hopper moved to approve an Administrative Assistant job description and later to hire Lauren Frank as Administrative Assistant for the rest of 2024; both actions passed unanimously after procedural suspension of further readings on Resolution No. 2024-12. The council adjourned to an executive session to discuss personnel under ORC 121.22(G)(1) and reconvened later that evening.
All recorded roll-call votes on adopted emergency items listed the same six affirmative votes: Durrence, Krupa, Porter, Fry, Hopper and Doucette. Several items were handled on an emergency basis through suspension of additional readings, and the council did not record substantive debate on these agenda items in the minutes.
The council set no effective dates beyond the emergency-adoption language in the minutes; where specific implementation steps were not recorded, the minutes note that actions were approved and further administrative steps (such as placement of a ballot question by the county elections board) will follow.
