Ogdensburg council approves hire and payments, discusses franchise extension and solid-waste bidding

At its Aug. 8 meeting the Ogdensburg Borough Council approved routine business and several personnel and administrative items.
Councilman DeMeo moved and Councilwoman Cowdrick seconded approval of the consent agenda, which included approval of the July 25 minutes and acceptance of Sandyston Township resolution R-51-2022. The minutes record the roll-call attendance as Alvarez, Cowdrick, DeMeo and Nasisi voting in the affirmative; the minutes also contain an unclear notation about abstentions on item #1. No members of the public spoke during the public session.
Mayor George P. Hutnick described a local candidate for the Department of Public Works laborer position and said the borough would move forward with offering the job. "He looks like he is going to be a good fit he lives in town and is very eager to go to work," Mayor Hutnick said. After a motion to extend an offer to the candidate was made by Councilman DeMeo and seconded by Councilwoman Cowdrick, the council approved the hire by roll call: Yeas: Alvarez, Cowdrick, DeMeo, Nasisi; Nays: None; Absent: Poyer.
Councilman Nasisi moved and Councilman DeMeo seconded approval of payment of vouchers and department reports; the roll call again recorded Yeas: Alvarez, Cowdrick, DeMeo, Nasisi.
On other administrative matters, Borough Attorney Robert McBriar said CSC/TKR LLC (formerly Service Electric) has applied to extend its franchise and he will prepare an ordinance and publish the required public-hearing notice. McBriar also reminded the council that the borough's solid-waste contract is expiring this year and recommended preparing bid specifications and advertising for a 60-day period. He summarized current service levels: trash once per week, recycling every two weeks and bulk pickup once per month, and suggested the council consider three-, four- and five-year term options with possible renewal language.
