Ogdensburg seeks bids for new solid-waste contract; bid opening set for Nov. 17

At the Sept. 12 meeting the Ogdensburg council approved bid specifications to solicit a replacement contract for solid waste and recyclable-materials collection services. Councilman Poyer read Resolution 55-2022, and Borough Attorney Robert McBriar addressed the council about timing and terms.
McBriar noted the borough’s existing contract with Blue Diamond Disposal expires Dec. 31, 2022, and said the specifications were prepared to permit a three-year or five-year term (the contract cannot exceed five years under the presented options). Service frequencies described in the specifications are weekly solid-waste pickup, biweekly recycling (with the elementary school receiving weekly recycling) and a single monthly bulk pickup with instructions for handling bulky items.
McBriar said the goal was to advertise in time to open bids on Nov. 17, 2022 and to permit a council award at the Dec. 12 meeting. Council consensus at the Sept. 12 meeting supported moving forward with the advertised specifications; Councilwoman Cowdrick moved to approve advertising the bid specifications and Councilman Poyer seconded. The roll-call vote approved the motion.
Council asked about term options; McBriar said the specifications include three- and five-year options and he can add additional options if the council desires. The borough clerk was authorized to publish the notice and receive bids in accordance with law.
