The Borough of Ogdensburg on May 11 adopted its 2026 municipal budget and passed related measures to comply with the Local Budget Law and CAP requirements. Council adopted Ordinance 03‑2026 to exceed municipal appropriation limits and establish a CAP bank, then approved Resolution 54‑2026 to adopt the 2026 CY municipal budget and Resolution 57‑2026 authorizing participation in the Division of Local Government Services' self‑examination program.
Mayor George P. Hutnick opened public hearings on the ordinance and the introduced budget; no members of the public spoke during either comment period. The council adopted the ordinance and budget by roll call votes after motions by council members; recorded Yeas for the budget and CAP bank measures were Ciasullo, Cowdrick, DeMeo, Gandarinho and Lame; Councilman Gordon was absent for the meeting.
Resolution 57‑2026 states the borough meets conditions under N.J.A.C. 5:30‑7 for self‑examination and that the CFO certified the municipality is in sound fiscal condition for 2026. The resolution lists statutory checks the governing body found satisfied, including debt service, deferred charges, reserve for uncollected taxes and compliance with CAP exceptions under N.J.S.A. 40A:4‑45.2 and 45.3 et seq.
A copy of Resolution 54‑2026 (the adopted budget) is on file in the clerk’s office. Council directed that a copy of Resolution 57‑2026 be forwarded to the Director of the Division of Local Government Services.
