Ogdensburg introduces municipal-consent ordinance for cable franchise; hearing set for Sept. 26

Councilwoman Cowdrick introduced Ordinance 05-2022 on Sept. 12, 2022, a measure to grant municipal consent for the operation of a cable television system by CSC TKR, LLC and to replace Chapter 19 of the borough code.
Borough Attorney Robert McBriar explained modifications to the introduced draft, saying he inserted section 19.5 to request free cable installation and reception service for municipal-owned buildings and public facilities, including the municipal building and the fire department, and added a placeholder for a cable connection at the elementary school following a conversation with a local commenter. As McBriar put it at the meeting, "This is a requirement on the local level." The ordinance was seconded by Councilman Poyer and the council voted to introduce it; a public hearing is scheduled for Sept. 26, 2022.
The introduction is procedural: municipal consent is a local step in the process of authorizing a cable franchise and does not, by itself, grant operational authority beyond the franchise process. The ordinance will return to council for public comment and final action at the Sept. 26 hearing, where residents may comment on the specific franchise terms and the borough’s requested provisions for free installation at municipal facilities.
