The Clay County Board voted to authorize the West Central Regional Water District and its staff to continue evaluating Wilkin County’s request to join the district. County staff (S5) explained Wilkin County submitted a formal request and acknowledged potential well and water source issues; Wilkin agreed to fund legal, engineering, administrative and other expenses associated with its inclusion.
Commissioner Campbell (as recorded) and others noted the process will require individual approval by each member county and that district board makeup may change under state statute if a new county is added. The motion (moved by Commissioner Bair in the record) conditions the county’s support on acceptable funding arrangements, completion of required engineering and fiscal evaluations, legal memoranda between parties, and satisfaction of applicable requirements under Minnesota Statutes chapter 116A; the county reserved final approval pending those contingencies. The motion was seconded and carried by voice vote.
No immediate financial obligation to existing member counties was accepted; Wilkin County’s agreement to pay upfront costs was central to the board’s authorization to proceed with evaluation.
