Covington board moves to file School of Innovation waiver that could unlock $5 million

The Covington Board of Education learned at its meeting that the district has been selected for the first year of the state’s School of Innovation pilot under Senate Bill 263 and must submit waiver requests to the Kentucky Board of Education by Aug. 1 to preserve eligibility.
Chair said the deadline is critical to remain in the pilot and described financial implications: “We are able to unlock $5,000,000 that’s going to be available for our leaders to think about what is possible and try new things,” the Chair said.
The chair and Superintendent Lucas stressed that submitting a waiver request is not the same as making operational changes. “A waiver does not change a school schedule, a staffing model, facilities plan, a governance structure,” the Chair said. Instead, the waiver would provide flexibility for the district to design programs and pilot innovations with additional resources.
Dr. Edlund urged the board to develop any implementation plans in partnership with the superintendent and district stakeholders to ensure community voice shapes proposals. The board agreed to continue work on the waiver request and to revisit the plan at a future meeting so the district can meet the statutory submission date.
The board did not take a final operational vote on any program design at this meeting; members said further planning and stakeholder engagement will precede any formal implementation decisions.
