Council approves transfers, sidewalk pay, consultant contract and small community grants

The Cedar Lake Town Council handled a set of routine and budgetary items on July 7, approving transfers, vendor agreements and final project payments as part of its consent and new business items.
Clerk Treasurer Sandberg outlined Resolution 1400, authorizing intra‑fund transfers for budget year 2026: $26,500 within the police department (including $13,000 moved to PTO payout), $12,000 within planning, zoning and building to cover unemployment, and $1,500 from a full‑time staff line to IT overtime. The council approved the transfer resolution 5‑0.
Council accepted an engagement agreement with Crowe LLP for financial and municipal advisory services to assist with revenue and expense estimates for the 2027 budget and future years. The agreement charges hourly rates (partners $450–$500/hr; senior managers $325–$400/hr; managers $250–$300/hr; staff $185–$225/hr) rather than a not‑to‑exceed fee; the council voted to accept the engagement.
The council also approved Change Order No.1 and the first/final pay application for the Utopia Sidewalks project, accepting a contract reduction of $582.10 for final field measurements and authorizing payment of $93,423.90.
Finally, the council allocated $4,725 in innkeeper tax receipts by approving distributions of $1,000 each to the Cedar Lake Historical Association, Cedar Lake Summerfest and the Knights of Columbus, and discussed establishing a formal application process for future disbursements.
