Shelby council approves consent agenda, zoning variance, trail pay request and modifies loan term

At its Sept. 3 meeting, the Shelby City Council approved several consent and action items, including minutes and claims, a zoning variance for an accessory building, a contractor pay request for a trail expansion, and a change to the term of an existing city loan.
Pat Honeywell moved and Jackie Hursey seconded approval of the consent agenda, which included minutes from Aug. 6, Aug. 20 and Aug. 27 and the Sept. 3 claims list; roll call was all ayes and the motion carried.
The council accepted the zoning board’s recommendation to grant Jarod Boeck a variance for the location and height of an accessory building; the motion passed on a roll call vote of all ayes. The zoning board reported no recommendation at that time on a separate conditional permit application by Tony Zappia and requested additional information from the applicant.
On a motion by Karen Schlueter, seconded by Pat Honeywell, the council approved a pay request presented by Ulteig for T&K Construction for Phase 2 of the city trail expansion in the amount of $93,575.48. The minutes note that Rick Allely was not present for that item.
Finally, after discussing terms offered by Midstate, the council adopted a resolution modifying the Essential Corporate Purpose Note, Series 2023A, to a 20-year term. The motion was approved by roll call as all ayes. The meeting adjourned at 7:40 p.m.
All votes reported in the meeting record were unanimous among members present (Jackie Hursey, Pat Honeywell and Karen Schlueter); two council members were absent (Todd Frank and Traci True).
