Shelby City Council awards $280,025 road contract, approves housing draw and environmental study

The Shelby City Council, presided over by Mayor Ron Kroll, on July 1 approved a series of procurement and administrative items, including awarding the M-16 road contract, approving a housing draw and authorizing a Phase 1 environmental study at the Shelby I-80 site.
The council voted unanimously to accept a recommendation from engineering consultant V&K to award the M-16 project to Western Engineering Company of Harlan on a base bid of $280,025.10. Councilmember Karen Schlueter moved the award and Councilmember Todd Frank seconded; the motion passed on a roll-call vote recorded as all ayes.
Also on consent, the council approved the third draw request for Daniels and Willow homes submitted by Angela Fritz in the amount of $66,116.00. Councilmember Todd Frank moved the approval and Schlueter seconded; roll call was all ayes.
Councilmembers approved Terracon's proposal for a Phase 1 Environmental Site Assessment at the Shelby I-80 site after a motion from Frank, seconded by Schlueter. The council recorded the vote as all ayes.
The council also approved a phone system proposal from Marne Elkhorn for $1,412.41 for phones and installation. The motion was made by Jackie Hursey and seconded by Karen Schlueter and passed on a roll-call vote of all ayes.
Shelby County Deputy RJ Bielenberg provided a brief law-enforcement report, saying deputies made a substantial drug arrest in Shelby in June. Deputy Bielenberg reported no further matters.
Todd Frank, identified in the meeting as Fire Chief, told the council he has applied for the Length of Service Award Program (LOSAP) for volunteer firefighters and EMS volunteers and said he will bring additional information to a future meeting.
Council members discussed a directional-boring quote from Schrader to convert overhead electrical service to underground and asked that that bid be broken down into phases for clearer review; no formal award was made on the Schrader quote at this meeting.
The council approved the meeting agenda and consent agenda at the opening of the session; the meeting adjourned at 8:16 p.m.
