The Owego village board voted to start the financing process for new turnout gear for the village’s emergency responders but directed staff that financing approval does not authorize an immediate purchase.
Staff (Speaker 8) explained the bond resolution had been split into two parts: authority to finance (which the board could adopt now) and authorization to purchase under a piggyback contract or state contract (which staff recommended be confirmed at a later meeting). Staff noted that even if the board later authorizes purchase, statutory notice periods (publication sample notice roughly 20 days after the resolution) and vendor quote windows could delay ordering until the end of the month. “If the board is only authorizing finance, then … you still have to wait like an extra week,” staff said.
A member moved to begin the bond process (Speaker 9); the motion was seconded and, after discussion about use of American Rescue or Assistance to Fire Grants (AFG) and multi-year payment options, the board approved starting the financing step by voice vote. Board members emphasized staff should confirm the specific piggyback contract and pricing before any purchase is authorized.
