Williams Township approves Tumble Creek security release, renews PennDOT winter agreement and adopts revised fee schedule

The Williams Township Board of Supervisors on Aug. 14 approved a series of routine fiscal and regulatory actions, including a partial release of subdivision security for Tumble Creek, renewal of the township's five-year PennDOT winter maintenance agreement and adoption of a revised fee schedule that adds a holding-tank fee.
Township Engineer Ronald Madison told the board that Colliers Engineering & Design recommended releasing $394,796.45 from the current Tumble Creek security amount of $1,176,203.88 and retaining a balance of $781,407.43. Vice Chairperson Raymond Abert moved to approve Security Release Request #1; Supervisor Michael Bryant seconded and the motion carried 3-0.
Township Manager Melody Ernst presented a request to authorize a partial real estate tax refund for 370 County Line Road in the amount of $414.06 for an overpayment; Supervisor Michael Bryant moved to approve the refund, Raymond Abert seconded and the motion carried 3-0.
Ernst also described the required five-year renewal of the PennDOT winter maintenance agreement. The board approved Resolution 2024-14 to continue the township's winter maintenance arrangement with PennDOT (motion by Raymond Abert, second by Michael Bryant; carried 3-0).
The board amended the agenda to consider a revised fee schedule and then approved Resolution 2024-15, which adds a fee for holding tanks. Michael Bryant moved for adoption; Raymond Abert seconded and the motion carried 3-0.
No public votes were recorded against any of the items; the board voted unanimously on each motion. The board indicated these actions are primarily administrative and did not detail further implementation steps at the meeting.
What happens next: Staff will implement the revised fee schedule and process the approved refund; Colliers and township staff will handle security release procedures for Tumble Creek according to the engineer's recommendation.
