Williams Township supervisors approve land-development plan, adopt house-number ordinance and fund Meals on Wheels

Vice Chairperson Raymond Abert presided over the Williams Township Board of Supervisors’ Sept. 11 regular meeting, where supervisors approved a string of land-use, safety and administrative measures.

The board unanimously approved Resolution 2024-16, clearing the land development plan for 140 Cedarville Road. Solicitor Colby S. Grim confirmed that recreation and emergency-services fees are listed in the resolution. Attorney Nate Fox, representing the applicant, said the project still has a “few punch list items to complete” but the applicant is “hoping to start construction in about a month.” The motion to approve was made by Supervisor Michael Bryant and seconded by Vice Chair Abert; the vote was recorded as 2-0 in favor.

In other land-use actions, supervisors approved stormwater waivers for the grading plan at 860 Texas Road by the same 2-0 margin, and authorized the solicitor to draft amendments to the MDR (Medium Density Residential) zoning district and related definitions after noting the district still allows two-family detached dwellings and apartments.

The board also adopted Ordinance 2024-6, a revision to the township’s house-numbering rules. Vice Chair Abert opened a public hearing on the change; Solicitor Grim summarized the proposed edits, and resident Roth Healy raised a question during the hearing. Abert said the ordinance change is intended “for your safety and protection.” Supervisor Michael Bryant moved to adopt the ordinance; Abert seconded and the motion carried 2-0.

On public-safety planning, Township Manager Melody Ernst told the board the township is required to prepare an Emergency Operations Plan; the board approved the plan by Resolution 2024-17 on a 2-0 vote.

The supervisors approved several routine and community items: they accepted the resignation of Zoning Hearing Board member Dawn Kaniper; approved Eastern Lehigh Valley Softball’s request to use the municipal park softball field, waived the lights fee, and recorded the group’s insurance; and approved a $4,000 contribution to Meals on Wheels after the nonprofit requested $5,000. Each of those motions was made by Supervisor Bryant and seconded by Vice Chair Abert and carried 2-0.

Public Works Director Michael Strawn reported that Morvale Road paving was completed and that planned yellow-line painting was canceled by the contractor and not yet rescheduled. Engineer Ronald Madison reported that Chrin is beginning Phase II expansion work on Industrial Drive.

Manager Ernst briefed the board on the township’s 2025 Minimum Municipal Obligation (MMO) for the pension plan; the minutes record the advisory report but do not show a formal vote on the MMO at this meeting.

The meeting included routine board and staff reports and community announcements: Recreation Board member Judy said Fest‑O‑Fall is scheduled for Sept. 28 with a rain date of Sept. 29, and managers agreed to send two public-works employees and two trucks to the Fire Company’s Touch‑a‑Truck event on Oct. 19. During public comment, resident Martha Villegas thanked the zoning office for help completing a Certificate of Occupancy; resident Roth Healy reiterated concerns about a voters’ drop box previously discussed in August. The meeting adjourned at 7:49 p.m.
