Nutley commissioners approve redevelopment and infrastructure ordinances, award park contract and reappoint township attorney

The Board of Commissioners on July 7 adopted several ordinances and resolutions, moved multiple contracts forward and reappointed the township attorney.
Ordinances: Mayor Kelly introduced Ordinance No. 3617, the Roche townhome redevelopment plan overlay for Block 102 Lot 9, which the board adopted after a public hearing in which no members of the public spoke. Commissioner Evans then presented Ordinance No. 3618, authorizing $150,000 for technology and cybersecurity infrastructure improvements at Town Hall; that ordinance was also adopted by unanimous vote.
Contracts and procurement: The board awarded a cooperative contract through the Morris County purchasing cooperative to Cicelli and Son General Contracting, Inc., of Nutley, for upgrades to the Father Glotzbach Park pathway and stairs in the amount of $74,550. Funding for the project was identified across capital ordinances cited in the resolution. The board also adopted administrative procurement measures including inclusion in the Essex County CDBG program for FFY 2027–2029, a contract with IPS Group for proprietary parts management and authorization to advertise sealed bids for the 2026 CDBG roadway improvement project.
Other business: The board certified receipt of the 2025 independent municipal audit and approved a corrective action plan to address the report’s recommendations. The commissioners voted to reappoint Jonathan Bruno as township attorney for a term effective 05/20/2026 through 05/15/2028. The township also authorized a multi‑year contract for proprietary police‑hiring software (Police App) with a yearly cost not to exceed $25,000; the board approved the agreement as described in the meeting packet.
