The district’s operations staff described field observations and photos showing corrugated metal that is “rotten bad” and a void large enough to cause a sinkhole. A staff member who inspected the site said it “appears to be a 48 inch going into possibly a 36 inch” pipe and that sections of the corrugated steel are corroded and the bank shows significant scour. The board heard that the hole had been temporarily stabilized but that the full extent of the damage under the roadway was unknown.
Board members and staff agreed prompt engineering assessment was required. Staff recommended using the engineering services already on site (Wessler) to prepare an initial plan and cost estimate; staff committed to obtain a proposal before the next meeting. The board voted to declare an emergency and to solicit immediate engineering and construction proposals so work can be scoped and priced quickly.
The declaration authorizes staff to pursue proposals; the board did not approve construction work on the floor at the meeting. Next steps identified by staff include obtaining an engineering plan and cost estimate and returning to the board for any required contract approvals.
