Golf board told to seek loan after parking project overspend; council favors surface water for irrigation

The Alma City Council on June 15 directed the Golf Board to return with a loan request after the board completes a funding review for an over-budget parking project, and heard engineering options to address irrigation water shortages at the course.
Staff reported that the city's original contribution and golf donations for the parking project have been fully used and additional concrete and construction costs pushed the project over budget. The Golf Board has secured additional funds but has not determined the final amount needed; the council tabled consideration of any city loan until the Golf Board provides more data (motion by Joel Wheeler, second by Larry Casper). The motion to table passed unanimously.
Representatives from Miller & Associates presented three options to supplement irrigation: use municipal water, develop additional wells, or divert available surface water through an existing irrigation canal. The Golf Board indicated a preference to pursue the surface water option first and requested additional coordination with the Natural Resources District; council requested a written engineering summary. No formal funding action or loan approval was taken at the meeting.
