Adair County accepts low bid for sheriff's office sidewalk; HVAC bids opened, courthouse use approved for holiday event

The Adair County Commission moved forward on several county facilities and procurement items in October. On Oct. 28 the Commission voted to accept Miller Brothers Concrete LLC as the low bidder for removal and replacement of sidewalk at the Adair County Sheriff's Office, despite the low bidder indicating he may not be able to begin work this year; the motion was moved by Presiding Commissioner Mark Shahan, seconded by Commissioner Thompson, and passed unanimously. The minutes note the City of Kirksville is funding half the work and preferred awarding to the low bidder even if the contractor would start next year.
On Oct. 22 and again Oct. 28 the Commission handled related procurement steps. Bids opened on Oct. 22 included Alan Whittom ($25,500), Ezra Miller ($21,500) and S&R Landscape ($24,180); an earlier mailed bid on Oct. 2 from Miller Bros. lacked a price and was rejected. The Oct. 28 motion formally accepted the low bidder for the work.
On Oct. 30 the Commission opened three bids to replace three HVAC units at the Adair County Sheriff's Office. Two duplicate bids from Boston John quoted $35,191.16 and Peters Heating and Air quoted $30,938.00. Loretta Maize, the sheriff's office finance director, will review specifications and recommend a vendor; no award is recorded in the minutes.
Also on Oct. 30 the Commission approved a request from the City of Kirksville Tourism Department to use Courthouse property for the Hometown Holiday events. Presiding Commissioner Mark Shahan moved to approve the use, Commissioner King seconded, and the motion carried unanimously.
Separately, Brad Ray briefed the Commission on a Missouri Department of Public Safety cybersecurity reimbursement grant that requires the county to pay for equipment and services up front and file for reimbursement through a state portal; staff were directed to register in the portal and provide IT cost details for submission.
