Board moves to advance split-zoning fixes and weighs ordinance change for long-term storage containers

The Planning Board discussed several operational land-use topics, advancing split-zoning corrections for future ballot consideration and examining how to handle temporary storage containers after a recent ZBA decision.
Donna Sullivan explained split zoning, the process to correct it and how affected property owners are subject to the more restrictive zone requirements. The Board reviewed color-coded maps and spreadsheets and agreed to consider an amendment for next year’s ballot; members asked to review materials and return prepared to discuss drafting options.
Chair Steve Carten raised the status of the Whipple House but reported no current permitting activity. The Board then turned to storage containers: recent ZBA action granted a special exception allowing a container to remain beyond the 90-day temporary allowance. Ms. Sullivan said a ZBA decision 'goes with the land' and therefore a special exception cannot easily be conditioned to expire on the sale of a property. Ms. Goodwin suggested the Planning Board could pursue an Ordinance amendment to address time limits or screening requirements; Ms. Sullivan will research the legal mechanics and report back.
Other reports: Ms. Sullivan noted the Historic District Commission will meet in October; the CIP Committee will meet June 16 with Highway and Transfer Station staff; and the Conservation Commission completed a spring water test with results posted online and plans a full battery of tests in August.
The Board adjourned at 8:03 p.m. The next meeting is scheduled for June 24, 2026.
