Compton council approves $137,170 amendment to finish general plan rezone and EIR

The Compton City Council on July 7 approved an amendment to the professional services agreement with MIG Inc. to add $137,170 for Housing and Community Development (HCD)‑mandated rezoning and related EIR work, and authorized a purchase order for the remaining contract balance.
Cecil Florida, director of community development, told the council the general plan update and housing element are largely complete but HCD required a citywide rezoning before certifying the documents. Florida said the state has provided approximately $365,000 in grant funds to help defray costs and that the additional work is required to meet tight certification timelines. He said the city aims to present rezoning to the planning commission in August and return to council in September with the full package, including the EIR.
Council members asked for clarifications about total costs and timing; staff explained the $137,170 is an additional allocation to complete EIR and ordinance language for rezoning, and that prior contract work plus the amendment brings the total general plan effort to about $1.37 million. Staff said completing the rezoning is necessary to regain compliance with state deadlines and to qualify for related grant opportunities.
The council approved the resolution authorizing the contract amendment and budget adjustment on a unanimous vote.
