Winthrop City Council approves law-enforcement contract, budget, ordinance change and schedules tax-levy hearing

The Winthrop City Council on Feb. 5, 2025, voted unanimously to approve a slate of routine items, including a Buchanan County law-enforcement contract for fiscal 2025–26, a shelter construction change order and the city’s FY 2025–26 line-item budget, and it set a special hearing on the proposed property-tax levy for April 2 at Winthrop City Hall. Mayor Dennie presided.
Council member Lee White moved and Council member Brian Kelchen seconded approval of the Buchanan County law-enforcement contract for FY 2025–26; the motion carried with all members voting aye. The meeting record lists an amount in the minutes as "$60*823=$49,380" for FY25/26 (see clarifying details).
The council also directed staff to prepare an ordinance to change restricted-building special-permit requirements. Under the direction recorded, variance requests to build a permanent structure less than five feet from a lot line would require the property to be surveyed by a professionally licensed engineer before a variance can be requested; the motion to prepare the ordinance was moved by Council member White and seconded by Council member Kelchen and passed unanimously.
Council member Melissa Hesner moved and Council member Jim Loughren seconded approval of Shelter Change Order #23 with Matt Construction, $2,885.50, to add framing for six garage doors; that motion passed with all ayes. Separately, the council confirmed—by motion of Council members Kelchen and White—that no building permit or zoning restriction is required for placement of a cellular antenna on the city water tower; that motion also passed unanimously.
Council members Loughren and Kelchen moved to approve the FY 2025–26 line-item budget; the motion carried with all ayes recorded. The council then adopted Resolution 25-01, moved by Kelchen and seconded by Hesner, setting a public hearing on the proposed property-tax levy rate for a special meeting at 6:00 p.m. on April 2, 2025, at Winthrop City Hall.
During the meeting the council briefly discussed the possibility of "squaring-up" the property line at 455 W Adams to support future development; no motion or decision on that matter was recorded. The meeting was adjourned at 7:15 p.m.
