The Board of Zoning and Architectural Review unanimously approved architectural appropriateness for additions to the Morgan Harcrow Roberts property at 5 Seventh Street during the March 31, 2026 meeting.
Earley presented the revised submittal and said the applicants (represented by Andrew Hadley and Rob Lindsey) revised the design to use a 10:12 roof pitch, adjusted dormers to meet guideline requirements, removed the connector to the accessory building, and added parking and snow-storage details to the site plan. Staff noted the demolition plan qualifies under Section 16-14-190 and recommended limiting change to wainscot height where a material swap to dry stacked stone is proposed.
Property owner Leslie Perrot submitted email comments and later joined the meeting online. In the email she raised construction impacts and neighborhood concerns including crew parking, potential debris, wildfire mitigation during construction, work hours and noise, snow-storage adequacy and possible effects on a satellite dish. Perrot also wrote that she supports the renovation and the family’s project: "I am 100% for this renovation/build to happen ... I am absolutely in agreement for this renovation, and as Jessie mentions below, talking to your neighbor is the best way to handle any questions that come up."
Board deliberation covered parking (two spaces required), protection or replacement of trees (applicant reported a removed east tree and two new aspens planted on the west), reinforcement of an accessory roof for snow shed, and materials. Staff reminded the Board that the new Wildfire Resiliency Code takes effect June 1; projects permitted prior to that date are not required to meet those new standards. The Board’s findings reference Guidelines (GL 4.25–4.83) and additional conditions: final landscape plan for Chair review if changes occur; electric service must be undergrounded; water and sewer line assessment for reuse; year-round accessible parking; on-site snow storage (no placement in Town rights-of-way); and construction per plans on file.
Davol moved to approve and Batchman Dourson seconded; the motion passed unanimously. Approval is valid for one year with administrative extensions up to three years.
