Commissioners warn residents about settlement checks, preview 26 resolutions and plan 2076 time capsule

A commissioner told Beaver County residents at the July 8 work session that settlement checks related to the East Palestine train derailment have been mailed by the settlement administrator and that the county is not responsible for administering or answering detailed questions about those payments.
"Those checks were sent out, I believe, at the end of last month, beginning of this month just to everyone. The county has nothing to do with that," the commissioner said, advising recipients to use the contact number on the back of the check for questions.
The chair later recounted a local farm receiving a $54.12 check and described that amount as "absurd," saying the county is seeking help from elected officials to understand the payment calculations. The chair named elected officials they have contacted to follow up.
The commissioners also previewed 26 resolutions on the agenda for the next day. The commissioner highlighted several items: an emergent-training approval related to emergency response (#3), agreements tied to the pool contract amendment (#11), an agreement to demolish eight homes in Beaver County (#12), an engineering oversight agreement for the Hazmat Building expected to begin around the end of the month or early August (#19), and continuations for emergency services and drug task-force agreements for Franklin Township (#23–#24). The commission said items involving contractual and personnel matters will be handled in executive session.
Commissioners announced a time capsule authorized to be opened in 2076 and said employees and residents will be asked for input in coming weeks. The work session moved to executive session at the end of the meeting; no votes on the listed resolutions were taken during the session.
