Torrington council clears three community events, waives permit fees with conditions

The Torrington City Council on July 7 approved three special-event permits and waived the standard permit fee for each, while placing conditions on certain city costs and safety requirements.

The council approved a permit for Sunrise Church to hold a breakfast and worship service at Pioneer Park on Aug. 16 and waived the permit fee after Police Chief Matt Johnson said the event has minimal city cost and complies with indemnification requirements. Pastor Brent Mullock told the council the event encourages participation from residents who prefer outdoor services.

The council also approved a permit for the Made It Clean "Hometown Hustle" 5K on Aug. 8. Chief Johnson described the route and said organizers must staff two first-responder positions at the Highway 85 overpass; if volunteers are unavailable they must contract with city services for traffic control. Council motion language waived the permit fee but required the event to pay a stated $132 city cost for barricade handling and staffing.

Finally, the council approved the Goshen County Fair Parade permit for July 30, requested by Danny Watt of the Torrington Volunteer Fire Department, and waived the permit fee. Chief Johnson outlined planned barricades, vehicle positioning and interagency coordination to protect parade participants.

All three permits passed by voice vote with no recorded nays. Council members emphasized safety planning, indemnification agreements for bounce houses and compliance with catering or liquor service rules where applicable.
