Staff reported 13 applications requesting a total of $120,500 in funding; committee staff proposed applying a uniform 66% factor to each request, which would bring recommended awards to approximately $79,530 (just under the $80,000 budget). Staff also told the committee the program requires a 25% local match from award recipients and that contracts need to be closed out by Dec. 1, 2027.
A committee member asked whether partial awards would keep projects viable; staff said the projects appeared generally viable and that the 66% approach avoids having the committee select individual winners and losers. The chair moved the recommendation to apply a 66% award rate to each project; the motion was seconded and approved by voice vote.
Staff said applicants would be required to demonstrate the local match in contract documents. The committee asked staff to include the Dec. 1, 2027 closeout date in the resolution and contracts to ensure timely completion and accounting.
