The Saratoga County Trails and Open Space Committee approved a license agreement enabling a pedestrian switchback connection from the Fairways at Half Moon subdivision down to the Zim Smith Trail.
Committee members heard a staff presentation explaining the link will provide access for "probably a couple thousand homes" in the area but "will not be ADA accessible with the slopes," and that the developer — not the county — will be responsible for maintenance. A staff speaker said the developer paved the last 20–40 feet and staff will prepare a user agreement similar to ones used for prior private connections to county forest land.
Committee members asked about erosion and stormwater control on the steep slope; one committee member urged caution that runoff and rock/stone dust not migrate downhill, and staff said DPW and plan staff are coordinating to mitigate those risks. The chair called the motion to approve the license agreement; it passed by voice vote.
The license requires the developer to maintain the connection; staff said the agreement will be drafted using language from previous, comparable arrangements and will be recorded in the project packet. The committee did not adopt additional conditions beyond the standard maintenance and recordation provisions.
