Director outlines HVAC RFP, Energy Trust pathway targets and maintenance issues after condensation leak

Context: The Director said the facility is enrolled in the Energy Trust of Oregon pathways program because it exceeds 20,000 square feet. She said the building must meet a 2028 standard and a stricter 2030 standard; the current building score is 56, and the required output for the 2028 target is 69. "Right now, we're sitting at 56...the output of that has gotta be a number of 69," she said.
Maintenance and recent damage: The Director described a condensation-related leak caused when wind and rain filled condensation pockets; blocked drains allowed water into carpet and near electronics. She cited bird droppings as a recurring contributing factor that clogs drains and ramps up odor and indoor air issues. "What we found...bird droppings are fogging or...helping create opportunity for these strains to get clogged," the Director said.
Mitigation: Staff discussed using bird-deterrent systems (netting in 2-, 4-, 6- and 8-foot widths), moving rooftop equipment where feasible, increasing roof cleaning and other multi-pronged fixes. The Director said a maintenance schedule is in place for days with heavy deposits and that staff will adjust placement of rooftop devices to reduce business complaints.
Next steps: The Director will finalize the HVAC RFP reflecting the broader scope and single-control preference and pursue Energy Trust pathway work as part of the renovation schedule; the Director said she does not expect meeting the 2028 target to be infeasible given planned lighting and HVAC work.
